Gregg County Appraisal District Chief Appraiser Libby Neely warns property owners that information about Covid-19 and lower oil prices is not relevant for 2020 property taxes. Property taxes for 2020 are based on the January 1, 2020 value.
Covid-19 and $20 oil were not an issue on January 1, 2020. The effective date of valuation for Texas is statutory and clear. Appraisal districts and appraisal review boards will generally give no consideration to Covid-19 or low oil prices when negotiating 2020 tax assessed values.
Gregg County property owners are encouraged to file a protest by May 15th, the deadline. Protest market value and unequal appraisal. Also ask for a copy of the Gregg County Appraisal District Hearing Evidence Package. It is free, but you MUST file a property tax protest by May 15th and request that the appraisal district send it to you. You can ask that it be sent by mail, at the expense of the appraisal district.
