LubbockCAD 2018 Property Tax Protests
Lubbock County Appraisal District received property tax appeals for a total of 15,400 real property and BPP accounts in 2018 versus 11,960 in 2017. The portion of Lubbock County accounts protested increased from 6.98% to 10.62% in 2016 to 2018. The 2018 property tax protest count was for 6,000 commercial/industrial/other properties and 9,390 for houses (39% commercial vs 61% houses). The total value of Lubbock County property protested in 2018 was $6.74 billion, including $1.6 billion for houses and $5 billion for commercial/other. Lubbock County Appraisal Review Board (ARB) conducted 4,000 ARB hearings while Lubbock County Appraisal District coordinated 2,548 hearings. The number of Lubbock County informal settlements for houses fell from 1,500 in 2016 to 1,370 in 2018. Informal settlements for commercial rose from 890 in 2016 to 1,180 in 2018. The property tax savings were massive, a total of $5 million for all types of property at both the informal hearings and the formal / ARB hearings (estimate based on no exemptions and 2.7% tax rate.). Informal protests were successful for 70% of Lubbock County property owners in 2018 while owners were successful for 69% of ARB appeals.
