VZCAD 2018 Property Tax Protests
Van-Zandt County Appraisal District received property tax appeals for a total of 2,080 real property and BPP accounts in 2018 versus 1,850 in 2017. The volume of property tax protests in Van-Zandt County has been increasing during the last 3 years. The 2018 property tax protest count was for 710 commercial/industrial / other properties and 1,370 for houses (7.1% commercial vs 13.7% houses). The total value of Van-Zandt County property protested in 2018 was $406,900,000, including $206,700,000 for houses and $136,200,000 for commercial / other.The total value of property protested in Van-Zandt County rose 3.7% in the last two years. The value of houses increased 6.1% and the value of commercial fell 28.3% during the last two years. Van-Zandt County Appraisal Review Board (ARB) conducted 49 ARB hearings while Van-Zandt County Appraisal District coordinated 49 hearings. The volume of Van-Zandt County Appraisal Review Board hearings fell from 77 in 2016 to 49 in 2018. The property tax savings were massive, a total of $1 million for all types of property at both the informal hearings and the formal / ARB hearings (estimate based on no exemptions and 2.7% tax rate.) Van-Zandt County property owners who protested and attended the informal hearing were successful in 86.57% of appeals in 2018, but only about 3.84% protest. Is it a mystery why more don’t appeal given the probability of success.
