A recent survey of 6,427 Texas taxpayers revealed that 95% believe Covid-19 should be considered a disaster for property tax exemption purposes.
Texans believe property owners adversely affected by Covid-19 should receive a partial year tax exemption (92%). 76% believe Covid-19 is worse than Hurricane Harvey and 91% the same or worse than Harvey. Fully 91% rejected the concept of not considering Covid-19 a disaster since it was statewide. There is apparently a sediment that since the legislature did not conceive of a statewide disaster, a true statewide disaster should not receive disaster relief. Over four of five, 82% said it should apply even though it mainly would affect commercial property owners, since residential property has not been affected to date.
