HillCAD 2018 Property Tax Protests
Hill County Appraisal District received property tax appeals for a total of 2,930 real property and BPP accounts in 2018 versus 2,160 in 2017. The 2018 property tax protest count was for 2,610 commercial/industrial / other properties and 327 for houses (11.1% commercial vs 89.07% houses). The volume of Hill County protests for houses has risen 15.5% in the last two years while the volume of commercial has risen 9%. The total value of Hill County property protested in 2018 was $690M, including $40M for houses and $683M for commercial / other. The value of Hill County houses protested in 2018 fell from $49M last year to $40M this year. Hill County Appraisal Review Board (ARB) conducted 1,000 ARB hearings while Hill County Appraisal District coordinated 1,225 hearings. The volume of Hill County Appraisal Review Board hearings rose from 246 in 2016 to 1,000 in 2018. The property tax savings were massive, a total of $1M for all types of property at both the informal hearings and the formal / ARB hearings (estimate based on no exemptions and 2.7% tax rate.) Informal protests were successful for 48.24% of Hill County property owners in 2018 while owners were successful for 16% of ARB appeals.
